I can give you our impression and experience on this matter.
The biggest obstacle that we have had is the requirement for matching funds.
If it's hard to get funds for your project is even harder to get matching
funds for them; therefore is not worth applying for the program when you
know that this requirement will not be met. Suggestion: eliminate this
requirement.
Also, we perceive as very "thin" (meaning with not too much depth or scope)
some of the projects that have won some of this funds in the past. This
perception does not motivate us to take the time to put together a project
and request money from ISOC even though when we think that our project is
"better" (I know, this is very subjective). In other words, it is seen as
waste of the chapter's time.
By the way, we believe that this perception is the result of a lack of
transparency in the process. We have arisen this issue before and have
suggested that all submissions (good and bad ones) get published for all to
see. This will help everyone understand the thinking process behind those
that evaluate the submissions by a process of comparison and will help
everybody in putting together more precise requests.
Anyhow, we think that the matching funds is the biggest issue here. We do
not know if the perception explained before is generalized through other
chapters. May be you may want to ask.

As you may know, the current application cycle for the ISOC Project
Funding programme is closing today. To date we have received a very
small number of applications; typically we receive 30-40
applications. To date we've received 14 for this round.
I am writing to you today to request your feedback on why we have
received such few applications for grant funds. I welcome your candid
responses both on or off list.
Five chapters have applied for funding and eight global members.
