[Chapter-delegates] Feedback Requested: ISOC Project Funding turn out

Hi Connie,
Edouardo and Franck made good points.
I would like to raise a question: Is there a need for opening such a
program with a limited period of time to apply ? Why isn't it just
available ? Funds are available or they aren't. And projects would be
submitted when mature.
Secondly, matching funds is a requirement that we see in governmental
programs targeting businesses? Chapters are non profit orgs and many of
them don't cash money on a regular basis because it's not their «raison
d'être» (reason to be). Many chapters don't have any regular staff to
take care of that. Maybe some projects should be funded without meeting
such a requirement.
