[Chapter-delegates] IETF fellowship

Hi Frank -

We run the application rounds and make Fellowship selections for two 
IETF meetings at a time.

The Fellows for IETF 72 in Dublin and 73 in Minneapolis were announced 
in July and their names can be found at 
http://www.isoc.org/isoc/media/releases/080709pr2.shtml

The next Fellowship application round for IETF 74 and 75 will be opening 
in December.  As always, we will be sure to send an announcement to the 
Chapters list.
