[Chapter-delegates] Feedback Requested: ISOC Project Funding turn out

Hello Connie Kendig,
I had a bad experience when I sent a proposal for matching funds. On a
proposal to improve the diversity of participation in the IGF, I asked the
Government of India for additional support by way of funds or in kind, and a
Government Organization to which this proposal was sent made this comment:
"*ISOC chapters in general, are expected to raise funds from Industry and do
a number of activities, and are not really expected to approach for
government funding like other NGOs. It will not go well with ISOC also*."
I thanked them for the response and told them that the comment was
"unnecessary". But I have brought this comment to the list to indicate the
difficulties faced by Chapters, especially the ones that haven't built up
sufficient connections in finding sources for matching grant.
Also, Louise Houle's Questions, "Is there a need for opening such a program
with a limited period of time to apply ? Why isn't it just available ? " are
quite valid. Why don't we make Chapter Funding an on-going process?
