[Chapter-delegates] dormant chapters

>From past experience, it seems help would be to use our social network
mesh to guide people from chapters to establish connections via
jabber/skye/email/.. with more active people and from there guide them
to attend online meetings. Remind them date and time, check if they are
available, who in the chapter would be the right person to act as
liaison with ISOC HQ, trial marratech software before hand, etc...
We need to open communication lines. We don't need to have everyone
connected with everyone, but sufficiently, so the information can spread.
There is a difference between receiving an e-mail for a meeting and a
friend asking you if you will attend.
