[Chapter-delegates] dormant chapters

Several of us are working on the Washington DC chapter of ISOC.
Work on an updated web site is going slower than expected (see
new beginnings at ISOC-DC.org, our existing web site is DCISOC.org).

Going slower than I expected, but we are not giving up.

We are pledged to restarting the chapter, electing current officers,
etc.  Any help or expressions of interest would be greatly appreciated.

It is worth saying that Joly and the ISOC-NY chapter has been of
great help -- our new ISOC-DC.org web site is courtesy of Joly -- and
we hope find ways of sharing between the NY and DC ISOC chapters.
