[Chapter-delegates] dormant chapters

I guess that page is somewhat the victim of planning blight,
neglected while grandiose schemes slowly advance?

It does seem that only very few chapters are active here, but I do 
see via google alert sometimes New Zealand & South Africa, and 
I know Israel did some IPv6 outreach earlier in the year.

Presumably Anne  and Sabrina, via Sphere, have pretty up-to-date info.

We could focus on a couple of dormant chapters at a time and
see what we can do to bring them back up to speed.
