Joly,

I'll gladly concur on your last line here - helping dormant chapters. 
First, to find out how dormant they are, how we measure this; and I think 
that the affinity between chapters can be a key factor here (so, for 
example, regional, cultural, or language affinities.) This will make the 
effort have a bottom-up effort to match the top-down one that is implicit 
in the thread.
