Borka,
You are quite right. When I say "replace", this is only for our own, 
internal chapter delegates discusison. The right way to do it, would 
be to create a venue, where people would like to go, because they 
will have an opportunity to speak, and be heard, and they will be 
able to hear what the others have to say. If the INET is good, the 
IGF will not need to be replaced - people will just go to the INET instead.
Ideally the INET should be the place where everyone would love to go, 
something like the TED conferences.
I came to this idea not suddenly, but after thinking, and proposing 
it to friends. But the real boost that made me write it is the last 
week Berkman at 10 conferene at the Harvard Law School. You may find it

We need a space, which is not focused on the problems the US faces; 
there are 5 billion people out there, who still don't have access, 
and many of them don't know what the Internet is - that should be our focus.
We need a space, which does not deal with the issues that make 
headlines, but the issues that help people to have affordable 
Internet access, freedom to information and speech.
We need a space, where engineers could tell policy makers how the 
Internet will change, so that they can think of the way to promote 
it, etc., etc.
