[Chapter-delegates] INET meetings - Global INET 2011 and beyond

I support the Borka suggestion to open INET to future Internet projects.
ISOC , and specially the local chapters, could be the voice for a user 
driven Internet in the Future Internet plans, much of them far away from 
the original user perspective. We could identify the new INET with a 
slightly different logo, like INET-next or something like that. That may 
be justify the funding of new user-driven projects with the .org funding.
