Well, at WSIS the USA (supported by Australia amongst a few others)  
put ISOC forward as the body that should hold the IGF, but this was  
unacceptable to a large majority of governments.  Things will not have  
changed since then.

ISOC's Internet Societal Task Force (ISTF) failed for the same reason;  
that there is no precedent for governments to become involved in a  
policy forum that lacks formal intergovernmental sponsorship or  
endorsement.  And without governmental involvement, there is only so  
much that can be achieved (and pretty much only at the local level).

The IGF ought to be more than just a talk-fest, but INET never aspired  
to be.
