[Chapter-delegates] INET meetings - Global INET 2011 and beyond

Maye,
one does not eliminate the other. We have two years to think about it.
An all-Chapter meeting is good, and will help ISOC to keep its 
structure in a better shape.
The INET can help people to get together and talk about issues of 
common interest not only for the ISOC chapters, or ISOC, but for many 
more players. It's a question if ISOC wants and can be the leader in 
this, or it doesn't want, and can not be. Or may be it wants, but can 
not be. It's a big task, that's why I am asking for volunteers to 
help draft a proposal for the list, and for ISOC-Reston.
