Hi Khaled

You're right. It's a double puzzle because «qc.ca» is managed by a 
partner of the «ca» administrator (CIRA). The second point is having the 
word Québec with the accent on the first «e», an issue that we're 
looking at with CIRA. I think that we're ready for such an improvement 
in respect to the French language and the standard addressing accents in 
domain names. So, Québec.isoc.org would be fine. Note that isoc.qc.ca is 
well known and easy to work with.
