[Chapter-delegates] Proposal correct

Dear Sivasubramanian,

By that I meant that sub-domain could be in the form of 
twodigits.isoc.org, i.e., in.isoc.org for India or bd.isoc.org for 
Bangladesh. Then, city or state chapters have to be resolved.

It is better to adopt chapter names, I think.
