Indeed. Since there are already several countries with more than one Chapter, and there may be more in the future, 
using the ISO-3166 codes would create an unnecessary constraint.

  Sub-domain of isoc.org for each chapter is much desirable, as long as ISOC admin can manage mx records and pointers. Then, there is an opportunity of having uniform email addresses for all chapter too. However, I am not sure whether we should select chapters on country basis (then IANA ccTLD code is enough), else, there may be selection with name of the chapter.
