[Chapter-delegates] Proposal correct

Dear Muthusamy,
There is a difference between having isoc.quebec.org and having 
quebec.isoc.org because ISOC manage only the ISOC.org domain name and 
not the quebec.org one. So we can only create subdomains on our domain 
isoc.org
