[Chapter-delegates] Help urgent

Dear All,

This seems to be a very sensitive problem. Of course, we (ISOC.Ar) are eager
to help, but it seems to be an internal problem of the chapter, that may be
well managed by the very competent ISOC Staff (Ann and Sebastian).
However, it seems to me that this situation lead us to rethink about the
chapters ISOC has around the world, their role, and their relationship with
ISOC.org and between them. Recent discussions between Veni and Bill Graham
may be another issue that may be placed in this frame.
I´m just arrived form holidays, so I have some work to catch up. I´ll try to
explain these ideas better later on this week.

My name is Luis Malpartida, from Peru. I was/am a member of the last
Peruvian 
chapter \"in formation\" board. Jose Francisco was the last “elected
president\". 
We were elected in 2006 for a period of three months and reelected four
times 
until beginning 2007.

Jose Francisco duties were to create the chapter, formalize it and make 
elections. However he didn\'t, time passed and (during 2007) he did not
inform 
the members about his work. He just informed us about a trip he did to an
ISOC 
meeting (probably in august).

Last year, in November, he announced a new board was elected and that it
would 
begin functions that month (probably while Sebastian Bachollet was visiting 
us). He also announced that according to ISOC directions we need to follow a

very demanding evaluation process in order to evaluate if we could rejoin
ISOC 
Peru.

When the other members of ISOC Peru and I knew about Jose Francisco 
intentions; asked him when the elections occurred and who the members of the

new board were. Of course, he could not organize elections without, at
least, 
inform the other members of his board.

After great pressure, Jose Francisco answered us that the new board would
not 
begin functions. But since November, Jose Francisco has not informed us
about 
his work, has changed the ISOC Peru web page removing all information about 
the members of the board, and has published a list of members without 
including the ones who elected him two years ago. We have never met the
people 
who appear in the chapter page as members, except for Pedro Mantilla and 
Francisco Rubio.

For those reasons, the other members of the board, elected with Jose
Francisco 
in 2006, and the founder members of ISOC Peru, decided to removed him and 
elected an interim president for five months. The new president will be 
responsible for formalized the chapter, get recognition form ISOC, and make 
elections. Yesterday we sent emails to Sebastian Bellagamba telling him
about 
these decisions, we also wrote Jose Francisco.

We, in Peru, will gladly accept all your efforts in order to reestablish
good 
chapter governance.

Mi nombre es Luis Malpartida, de Perú. Yo fui/soy miembro de la última 
directiva del capítulo Peruano “en formación”. Jose Francisco fue el 
último “presidente electo”. Fuimos elegidos en 2006 por un período de 3

Las responsabilidades de Jose Francisco fueron crear el capítulo,

y convocar elecciones. Sin embargo no lo hizo, el tiempo pasó y (durante

no informó a los miembros de sus avances. El sólo nos informo de un viaje
que 
hizo a un meeting de ISOC (probablemente en agosto).

El año pasado, en Noviembre, el anunció que  se había nombrado una nueva 
directiva y que la juramentación sería en noviembre (probablemente durante
la 
visita de Sebastián Bachollet). 

El también anunció que de acuerdo a las directivas de ISOC, necesitábamos 
pasar por un exigente proceso de evaluación para determinar si éramos dignos

de pertenecer a ISOC Perú.

Cuando los otros miembros de ISOC Perú y yo supimos de estas intenciones, le

preguntamos cuándo tuvieron lugar y quiénes eran los miembros de la nueva 
directiva. Por supuesto, el no podía organizar elecciones sin, al menos, 
informar a los otros miembros de la directiva.

Después de gran presión Jose Francisco respondió diciendo que suspendía la 
juramentación de la nueva directiva. Sin embargo desde noviembre sigue sin 
informar sobre su trabajo, ha cambiado la página web de ISOC Perú quitando 
toda información de los miembros de la directiva, y ha publicado la lista de

miembros sin incluir a aquellos que lo elegimos hace dos años. No conocemos
a 
las personas que aparecen en la página web como miembros del capítulo,
excepto 
a Pedro Mantilla y Francisco Rubio.

En Perú, aceptamos gustosamente los esfuerzos de ISOC para reestablecer un 
gobierno transparente y democrático de ISOC Perú.
