[Chapter-delegates] Participation in ISOC

In the last couple of weeks I have seen some trends that worries me. Oh,
they have been there for quite a while, but I'd like to get them reversed.

-In the last conf call by Bill and Anne to discuss ISOC organizing the
standard stream of the next OECD conference, there was only 3 Chapters
presents
-For the JPA, it seems that positions are established without visible
consultation and chapters have a rather confrontational approach afterwards
-On the sphere project, only 13 chapters have signed up

If you, as a chapter representative, I think it is important to be
present at activities organized by ISOC. It is even more important to be
there when it is with ISOC staff outside the membership group. They
don't know well chapters, so let's show them we are active, have
opinions and we can have a symbiotic relationship.

There is a chapter meeting in Dehli, I hope it has good participation.
It is still difficult for ISOC HQ to organize remote participation at
these events, but it will get there. I think we have progressed quite a
bit from the humble beginnings, when PICISOC requested we all meet
together at ICANN Wellington in 2006.

Now I see the elections coming, in the last years participation has been
around 50%, which is quite a very low number and symptomatic of the
disengagement of chapters with ISOC HQ. I agree on the chapters list,
there are many chapters that should not be listed. Anne and Sabrina has
been trying to revive a few of them, may be time to chop off the dead
wood and allow others to re-create the chapters.

I think the onus is on us chapters to show that we are active. Let's not
wait for ISOC HQ to come and take us by the hand. I think we all have
been elected by our chapters constituencies, part of our duties is to be
active on this list, as well as be present in conf calls organized by
ISOC HQ. Then we will be able to set the agenda, and not the opposite.

A little more effort...
