[Chapter-delegates] Marratech

I think participation could be increased if the Marratech is a little better documented.

1) I had to hack to find it. It is at https://marratech.webapps.isoc.org:8001/
I've added a link on http://isoc-ny.org for convenience.

2) Although I tested it successfully earlier in October. I didn't retain my login info. Now I'm stuck.
