[Chapter-delegates] ISOC structural changes

Franck,

thanks for attracting attention to these specific aspects of ongoing work. 
Though they had been made known to delegates and members in a package with 
the announcement of the meetings in which the initiatives were first 
presented in this form, it seems useful to be able to discuss them in a 
more focused way now.

Patrick, you, and I, elected to the Board by the chapters, also have to 
report that we had a lively discussion in the Board of Trustees meeting; 
that the initiatives were still in a broad planning phase, so we insisted 
in seeing more specifics and in making sure that they are developed with a 
strong chapter participation in mind; and that, also, new staff hiring is 
going on to fill out the structure needed to carry out the initiatives and 
functions of ISOC. There has been more discussion about this in the Sphere 
project.

All that said, we should also communicate that we insisted, in resonance 
with many other Trustees, that the way the initiatives are carried out 
give some prompt results while in progress towards their larger, long-term 
objectives and goals.
