[Chapter-delegates] Promotional materials

Dear Jacek Gajewski,

Joining a chapter where one exists and starting a chapter where none
does, are two altogether different themes, aimed at different people.

Starting a chapter Guide Book needs to be reasonably detailed, while
Joining a Chapter PDF / Brochure should be an invitation.

The PDF / brochure with the purpose of inviting new members needs to
say about Internet, ISOC, ISOC chapters worldwide, about who can join
an ISOC chapter and what he gets to contribute and what he gains. It
could include links to join ISOC as a global member and outline
further procedure of how to naviagate to find a chapter and how to
join a chapter online. It can have a locally printable, editable space
for the chapters to include local contact information.  This PDF is
distributed globally as a chapter-non-specific PDF / brochure, and the
same PDF can be distributed locally by the chapters with localized
information.

The PDF on starting a chapter can only be distributed by ISOC on
request. This PDF can be a little more technically detailed.

I feel that both are totally different themes aimed at different audiences
