[Chapter-delegates] Promotional materials

Dear Anne,
     it would be very useful that we prepare a package for emerging, new
chapters - not only cookbok how formally create it, but a buch of hints how
to do it effectively. This should include an info what are benefits of
having a chapter, of being an ISOC member, written from the perspective of
developing (or even underdeveloped) country.
