[Chapter-delegates] Promotional materials

Dear Sivasubramanian,

    I agree with you that those are two different type of PR materials but
we need them both and eventual help of ISOC in preparing them would be
appreciated. In fact in order to set up the chapter you usually have to
recruit its future members, in this sence the 'invitation' promo becomes the
part of the process of creation of new chapter.
