[Chapter-delegates] Add Value to your ISOC Membership - Join an ISOC Chapter!

Dear Jose Francisco,

It sometimes happens in some situations that someone with
inappropirate intent tries to join an ISOC Chapter (or for that matter
any orgnaization). This is to be considered an exception and would NOT
at all be true as a statement of those who have joined ISOC as global
members.

The spirit of ISOC is that of all inclusiveness. Membership in ISOC is
"open to all".

However, in this context of ISOC sending out a circular to all Global
members to join a chapter of their choice, the chapters still have a
choice to accept / reject an application. The process would involve a
Global Member to choose to join a chapter of his choice and his
information gets posted in the Chapter Administration page. It is for
the chapter administrator to admit / reject an application. The global
member, by the existing procedure does NOT automatically become a
chapter member.

The move by Sabrina to send out a circular to all Global Members is a
wonderful move that would help all chapters improve their chapter
membership base. This is a move that needs to be welcomed and
supported by all chapters.
