Perhaps you should be doing targeted mailings divided by language and 
country. For example, to everyone whose address is in Italy, you could 
send it in Italian (we'd be happy to provide a translation) and the link 
to the chapters list could be supplemented by a direct link to the 
Italian chapter. For Latin America, you could be sending a single 
message in Spanish to people in all Spanish-speaking countries, with the 
list of Latin American chapters; one in Portuguese to Brazilians; and so 
on. That would certainly be more effective than sending a message in a 
foreign language with a link to a generic 5-page list of chapters.
