[Chapter-delegates] Add Value to your ISOC Membership - Join an ISOC Chapter!

Vittorio has a point.

I was working on a (quick) French translation of Sabrina's invitation to 
subscribe to a local, regional, national, global membership and I tought 
that something was missing. The idea of targeting by language makes 
sense. How about an «adapted» translation, in order to simply explain 
the process (what we call the Business rules in another thread !),  send 
back some general information on global and local members/activities 
(hyperlinks, contact person, etc.).

My understanding at the moment is that membership will remain somehow 
different in many regions, countries (ex.: the cost of membership if 
any) : let's explain it to the prospect member, keeping in mind (and 
reinforcing the fact) that subscribing to ISOC Global Membership should 
give access to local membership, and subscribing local also opens the 
door to Global membership, if the new member wants to come in and get 
involved on the international scene.

This way, we could achieve the goal of «upgrading» ISOC's membership by 
offering a member to «think global, and act local...and global» whenever 
he/she wants ! It could also solve some of the technical problems 
discussed : privacy, email address, and so forth !
