[Chapter-delegates] Add Value to your ISOC Membership - Join an ISOC Chapter!

Glad that a multi-lingual web site has been agreed for ISOC HQ. Then,
a question may arise (please do not take it as argument), in how many
languages? All UN languages! I hope this will be decided eventually.
Just, a point came to my mind. How about, at the same time assisting
individual chapters to make their chapter site bi-lingual. English
and their own language. ISOC may help in this transformation process,
as most of the individual chapters has own web sites. This way, the
relationship between HQ and individual chapters will grow. Any comments!
