Yes, correct. As the documentation states, this is where you select the
other language versions of your news item to associate them to its
original language version.

Sorry, can't be done, from what I know at least. I agree it would be
useful to have a "Save as" feature. What I usually do is copy the text
from the orginal news item and insert in a new one to type over it. It's
not optimal of course, since you have to redo all the rest of the field
selections.
