[Chapter-delegates] Chapters meeting in Puerto Rico

As rep of PICISOC attending the Chapters meeting. It was very nice to 
see so many chapters represented and to see the diversity that makes ISOC.

It was a very good meeting, well organised considering it was inside an 
ICANN meeting.

Thanks to ISOC Puerto Rico and ISOC staff to make it happen.
