No, it is voting.

There are two groups:

1. "P" members of ISO SC34 "Document description and processing 
languages" (about 30 countries). You need qualified majority among them 
(I do not remember for sure but about 75% votes YES are required). "Yes 
with comments" means YES. "NO with comments" means "applicant (in this 
case ECMA) should answer to our comments and improve standard 
accordingly; when comments are accepted by simple majority our vote can 
be automatically switched to YES". Abstantion or no vote means voter is 
not included when 75% limit is counted.

2. All members of ISO (about 100 countries). Here required majority is 
smaller (60% ?) - later I will check exact numbers.
