Sorry for teaching the national standarisation committee chair but I 
hope you understand that only NO answer has sound meaning.

"No with comments" really means "conditionally YES"
"Yes with comments" really means "yes, you are not required to read our 
comments"
"Yes" means "I am blind and do not need to read this damn specification".
