I was participating by phone taking the minutes so it was very  
difficult for me to identify the speakers. So, as a result, for the  
most part I did not attribute speaker names - so I am afraid to  
clarify the "it' is not really possible. However, maybe others who  
were present can help?

By ISOC I meant ISOC staff/ISOC secretariat - yes. That could have  
been clearer.
