Raj,

I'd come back to this note of yours, upon which a rather complex thread 
has been building up.

You and your colleagues deserve all congratulation. You have built up a 
web of trust in your region  - a particular challenge, as is Africa, due 
to distances and bandwidths, and the diversity of culture. That you have 
decided to join the ICANN At-Largeeffort I also find valuable and 
heartening.

As many of you may know, we built this At-Large web-of-trust concept after 
the attempt at elections in ICANN whowed the many risks, mostly of capture 
from organizations with large resources at their disposal. The failure, 
colleagues, lies deep: in an eleticon like those we know (be they 
national, or for a society like ISOC) are based on the concept that there 
exists an electorate and candidates aim to gain part of the electorate's 
votes.

In the At-Large election of years ago, this was not the case; each 
candidate could bring the electors to register, then count votes. So guess 
what, the chances improve for those who can bring in real or 
well-simulated electors! Just like in my home country, Mexico, even 30 
years ago, the dominant party could haul in truckloads of manipulated 
peasants, have them vote in exchange for favors that only the government 
could grant, then get them drunk and sent back home. Of course other 
parties had no chance here! And in most of our countries, such 
manipulations of elections are not unknown. That's waht we replaced with 
the present system.

Now Danny, ISOC is aobut much more than the At-Large election for ICANN. 
The  relationship between the two organizations is built on sound 
premises, that are well validated in our context. And please, if you are 
going to make your reply with copy to many other lists outside this one, 
as has happened before, well, the novelty will be that you will be copying 
a public conversation instead of a private one!
