[Chapter-delegates] ISOC Board next meeting -- NET NEUTRALITY

Gene,
what exact steps do you see that ISOC could take? It is always 
helpful to have a couple of paragraphs for such activities.
For example, shall ISOC try to influence the US Congress? Or shall it 
join efforts to work with different carriers, and make the position 
of the users being heard?
These may not be the right questions, but just an example.
