Day 5


I went to ICANN this morning as the Pacific ICT Ministerial meeting
adjourned to allow the participants to attend the Workshop on Internet
Governance. I especially like the session with Chris Dispain (dot au) as
chair. He put some imaginary but quite real cases to the panelists, from
the simple case, the government wants re-delegation to the case where
the supreme leader who just took power summons re-delegation to his
cousin. Another interesting case was a disaster case, were re-delegation
needs to be done immediately or lives will be lost.

The government wants re-delegation of their ccTLDs is a well known case
which has been well debated and while still controversial is understood
and has some procedures in places. For the second case, I think it
surprised everybody in the case of a coup, because it requires emergency
decisions and an opinion from the local community. In the last case of
emergency, technically the actions would be taken pending a review after
the fact. I suspect however it is easier said than done. I tried some
modifications in the root servers of countries in less than a week and
it all boiled down on who you know in ICANN/IANA. I think an emergency
procedure/policy for ICANN should be in place.

The afternoon, I went back to the Pacific Islands Forum ICT ministerial
meeting where we reviewed the recommendation to be passed to the
Ministers for their discussion on Thursday. We then had a reception at
the parliament building with the GAC people and the ICANN board and it
was another occasion for the Pacific Islands and Ministers to exchange
contacts. I think ICANN is very keen to work with the Pacific Islands.
We tried to get a note from this Ministerial meeting addressed to ICANN
to request help and information, but it is not something this meeting is
used to do, but hope is not lost in doing it this way...
