ISOC-Bulgaria was forced to use only ascii characters for the
applications. we have it www.isoc.bg/memapply.html said in capital
letters: use ENGLISH only.
Then we entere their names in cyrillic at www.isoc.bg/members.html
and there's a big difference between what you will see there, and
what's written in the administration of the database. I consider
www.isoc.bg/members.html as the relevant information, not the
isoc.org database.
So, luckily, as Alejandro says it, there are good old non-database files.
best,
Veni
