[Chapter-delegates] Chaper Delegates - ISOC is funing IGF

I support idea of Carlos, for assistance from
ISOC in regional aspect, and being from Asian
portion, will seek special attention for SA
region in IGF. I also, support the statement made
by Carlos in remarking attendance of a very known
faces in almost every events. I am particularly
not that much pessimistic in this aspect, as long
as those personalities could bring about any
vibrant changes in their respective regions,
rather than attending events utilizing opportunities of "luxury" trips.
