All,
I'm not sure this annoucement is on your radar screen, but here another
opportunity to seek funding for your projects.
I would be grateful if anybody can share additional info on this call
for proposal.
Needless to say PICISOC is looking for NGO partners in EU to do some
projects. A great opportunity to do collaboration between chapters. I'm
worried time is running out.

The European Commission is calling for Proposals from NGOs from African
Caribbean and Pacific (ACP) states under its Grant Application programme
for NGOs from developing states.
The *overall indicative amount available* under this Call for Proposals
is *Euro 155 million.* The African Caribbean and Pacific *(ACP) region
will be allocated 45 to 50%* of this amount.
*1. Background*
The main aim of the European Commission (EC) policy of co-financing with
NGOs is poverty reduction through support for disadvantaged people in
developing countries[1] <#_ftn1>[1] designed to meet their basic needs,
improve the quality of their lives and reinforce their development
capacities. Civil society strengthening and participatory development
promotion in partner countries will be the focus of support in this context.
Actions must be consistent with the EC development policy framework and
must contribute to the achievement of the Millennium Development Goals
(MDGs) and other internationally agreed targets[2] <#_ftn2>[2].
*2. Priorities*

Actions should aim to support sustainable social, human, environmental
and economic development processes, as well as provide institutional
support and capacity building for local development structures,
including partner organisations in developing countries. Actions will be
based on an initiative of local partners and should ensure their
involvement in the implementation phase. They shall aim at strengthening
local partners’ capacities, in accordance with the thematic and
geographic criteria set out below:
*3. Thematic Criteria*
§ Actions that support sustainable social, human, environmental and
economic development processes in developing countries and that
mainstream institutional support and capacity building for local
development structures with the aim of improving their internal
organisation, strengthening their financial management capacities and
developing their analytical and advocacy skills*.*
§ Actions that support and facilitate either the linking of relief,
rehabilitation and development (LRRD) activities in countries emerging
from a crisis following natural or man-made disasters or disaster
preparedness and prevention (DPP).
§ Actions that are undertaken in countries affected by conflict and/or
where official EC co-operation is suspended, unavailable or reduced.
*4. Geographic Criteria*

§ Priority 1 – Least Developed Countries (LDCs) (in the Pacific these
states as defined under the /Cotonou Agreement/ are *Samoa, Solomon
Islands, Kiribati, Tuvalu & Vanuatu*) and low income countries (LICs) as
defined in the most recent OECD/DAC List of Aid Recipients.
_§__ _Priority 2 – Countries with an HDI ranking (Human Development
Index) over 100 as defined in the UNDP Human Development Report of the
last two years (website:

§ Priority 3 – Other developing countries where there continues to be
large numbers of poor and marginalised groups (*all other Pacific ACP

*5.** **Collaboration*
*The local NGO applying for funding must do so in collaboration with a
European NGO. *The latter must be constituted as an autonomous, non
profit-making NGO in a Member State of the EU, in accordance with the
laws in force in that state.
They must have their headquarters in a Member State of the European
Union and those headquarters must be the main centre for decisions
related to co-financed actions;
The majority of their financial resources must come from sources in
countries within the European Union.
