I agree with you Carlos. Maybe people on the evaluation committee don´t have the time or the filling or maybe are culturally very distant from ISOC-Chapters goals and needs. When people at a chapter prepare a proposal for funding, they put the heart and soul on it and that is why we get so disappointed when our proposals are not approved.

Off course the personal relationship does count. Maybe if you are in the evaluation committee and you know me from a long time and know, for instance, about the projects that the Colombian chapter have been working in from some time, we speak the same mother tongue, like the same type of music and many other common things, you might be tempted to vote for a YES on your committee on my chapter proposal.

This is the reason why people from Chapters outside Washington and Genève should make an effort to get into the BoT, and funding committees, so it gets more diversified, and we get more to say at decision making time.

I would like to take the opportunity to propose you and colleagues from other Latin-American chapters to get together and talk to each other in order to explore what type of projects we can work together to present a joint-chapters proposal for the next round, in order to increase our approval probabilities.
