Two incidents this week have dampened spirit of civil
society and private sector representatives. On Monday
morning before session started members from the
private sector were told to leave the room. On Tuesday
afternoon civil society representatives were also told
to leave the room because the negotiation session was
a private meeting only for government delegations.
These incidents were embarrasing, humiliating and
discouring for individuals concerned, not to mention
the organisation they represented.
According to Chairman Karklins, observers are not
allowed to take seats in the public gallery to listen
in to the discussion. Therefore there is no way in
which civil society representatives can follow
developments in the negotiation throughout the week.
Excluding other stakeholders from the WSIS
negotiations certainly undermines the principles of
the Geneva Declaration in which governments, private
sector, civil society and international organizations
remain equal partners in the process because each play
a distinctive role in developing and promoting ICTs.
The negotiation faltered this afternoon because some
of implementation issues post-Tunis requires input of
non government stakeholders. The irony indeed is
obvious - government alone do not have the expertise
fundamental to implementing the Tunis Plan.
