[chapter-delegates] Review of chapter application for the ISOC Cambodia chapter

Dear All,

    I had a honour to meet Norbert several times and learn about his 
achievements in bringing Internet to Cambodia. So, I have no doubts that 
he can create an ISOC Chapter and fully support this idea. The fact that 
several serious local organizations are willing to cooperate gives good 
prospects.

     However the success of a Chapter mostly depends on the existance of 
devoted local people. I wish Norbert that among those 25+ members, which 
he has to 'recruit', there will be many native Cambodians. Ideally those 
Cambodians should have strong vision how the Internet should develope in 
their own country and the courage + ability to realize their visions. 
Knowing that Norbert has spent quite a long time there, I strongly 
believe that he knows such persons and can attract them to become the 
founding members of ISOC Cambodia.
