[chapter-delegates] Review of chapter application for the ISOC Cambodia chapter

Dear Terry,

I wholeheartedly express support for the Cambodia chapter. The efforts 
Norbert Klein has made for the Internet in that dearest of countries are 
enormous, have been relentless and visionary, and can well be qualified as 
heroic. The presence of Javier Sola is equally a guarantee of vision and 
understanding. 

The non-existence of an associations law is alone proof of the challenges 
they face. Just bringing together a few people in such an environment is a 
feat. 

The concrete conditions that we must look at for a chapter are barely 
there, and the main grounds for forecasting success in this case are the 
achievements of Norbert and Javier to date, and the knowledge of their 
spirit and struggle for the Internet.

Let's also all offer support for what I assume will be very concrete but 
ambitious initiatives from them.
