Veni,

While I appreciate your desire for more or less immediate delivery of 
email, there is nothing I can do.  I can tell you that in the log files 
the two error messages that show up when delivering email to you are:

    Failed MX lookup; try again later
    Error: Connection timed out

Since email otherwise is being delivered in a "timely fashion", there 
is some sort of connectivity problem between your server and the 
mailing list server.

I attribute this to the vagaries of email.  I do not believe there is a 
fundamental problem at either end of the connection.

I can note that this does not happen all the time.  It does seem that 
the first attempt to deliver fails more often than it succeeds.  After 
that it varies with no particular pattern I can see.

In any case, the chapter-delegates has not moved to the new ISOC 
server.  When it does its email address will change to match other the 
other lists, specifically:  chapter-delegates at elists.isoc.org.

The list will move soon and perhaps this issue will get resolved then. 
I would suggest we wait for that change before investing a lot in 
tracking down this problem.
