[chapter-delegates] New article on VoIP

Dear Chapter Delegates:

Below is a link to our Policy website containing a new report to the US
Department of State from their Advisory Committee on International
Communications and Information Policy on the status of Voice over Internet
Protocol (VoIP). It is a comprehensive look at how VoIP works, the benefits
it can provide, and what governments around the world are doing to promote
or hinder its development.  

For an overview of the subject with insights into how VoIP is being handled
in certain places around the world I commend this report to you, to those
within your chapters interested in VoIP and please be sure to note this site
to those within your circle of contacts with an interest in
telecommunications and VoIP. I hope your chapters can post this article and
promote interest in the subject and the article in your own country. I would
welcome comment on this list of the subject of VoIP and your reactions/views
