[chapter-delegates] Chapter and Member Meetings Web Page

This is not acceptable - your mail from May 2nd in the afternoon, comes on 
May 3rd in the afternoon.
There's a huge delay with mail going via the chapter delegates list. Could 
you, please, help to fix that?
