Franck,
the chapter-delegates, at least quite a few of them:), are well aware of 
everything around ISOC.
You are knocking on another open door.
However, I still believe we can change ISOC for good, and in some aspects 
this has happened - with the first ever funds alocated for projects, 
performed by chapters, with the funding for George Sadowsky's program... 
these are minor steps for mankind, but a giant leap for ISOC:)
