[chapter-delegates] Results of the board discussion on membership (redux)

Jacek, Jim has explained that we have had problems in the
past with abuse of the system by a small segment of
membership. In addition, we are looking for changes to both
the naming and the payment levels. And while there are
clearly good arguments on all sides of this the board has
made it clear that they wish to see how this new program
works out (with some changes as we have mentioned). With a
little more time to allow feedback there should be some
welcome changes.
