[chapter-delegates] Results of the board discussion on membership (redux)

Here's a quick idea,

How about we just start developing that one member one voting system among
us chapters without involvement of HQ? After we test it and it work, we can
submit a full report and a request to HQ to implement it.

Cheers (smileeee.... shouldn't get depressed because of this condition,
right ? ),
