[chapter-delegates] [isoc-members-discuss] Do we have a way to help/promote this? (fwd)

Carlos,

I am generally in support of transparency, but neither ISOC nor any 
organization operates completely transparently.  Nor is it reasonable to 
have every decision confirmed or validated by every member.

It is common for organizations with Boards to have committees, e.g., an 
Executive Committee, that are empowered to take certain actions without 
the approval of the entire Board.  Even our Chapters operate under this 
principle, empowering their President to act on behalf of the Chapter 
without consultation with all of the Chapter's members.

I do not know for certain how ISOC Ecuador operates but I would be 
surprised if it did not do something similar.

It is unreasonable to believe that ISOC could function effectively 
without a Board.  What is important is better communication between the 
Board and ISOC Chapters and Members.
