Again, this can be made a general assembly decision.
Why some few members have the decision?
Create a forum, put there all projects in a specific format, every member
(EVERY) can review, comment and vote. More voted projects (one member one
vote) with a minimum of votes with some method that ensure a democratic
participation, receive funds.
What method of voting.. there are dozen around D'hont, imperial, etc. so we
can ensure projects from majorities or minorities have an opportunity.
So we do not need a "room made" decision but a public made decision.

Within a month's time we expect to invite Chapters to submit proposals
for projects that ISOC could fund. There is still a discussion to be had
with Chapters regarding the procedures and process before the official
launching.
However, while I can not make any guarantees, I think producing a
whitepaper that describes the issue discussed below, the consequences of
the various choices, and proposes suggestions for improvement would be a
welcome project.
Note that much has already been done in this space, so you would want to
be careful to distinguish your project from it (and include references as
appropriate).
There is much more to say about project proposal submissions, but if this
interests you please keep it in mind.

Hi fellow ISOC peeps
I’m one of the judges for the International Webby Awards and in the 8
years I’ve been doing that it’s clear that the majority of corporate
sites are [by sublimation and/or osmosis] perpetrating bad web practice
which less well-heeled site developers take as the way to do it. I’m
hoping as the lead organization in standard-setting, we can highlight
elements of best practice that don’t [entirely] depend on engineering.
This not only touches on issues of accessibility for all in terms of GUI
design/functionality, but as important, the recognition that end-users,
site visitors do not use the screen the same way they do meat-world
printed matter. I think there’s a lot to be discussed about this, and
wonder if ISOC has the mechanism and/or will to address it. I’ll
happily provide a ball-rolling piece or we can simply bat the thing
around on this list.
Your comments are most welcome
Cheers
Beth Porter
